SAFE Browser request for empty file stalls as pending

Using <link href="/file.css" rel="stylesheet" type="text/css"> in index.html, the SAFE Browser network request for it stalls with pending status if file.css is empty. I have confirmed with safe cat and safe dog that the file exists as expected. SAFE Browser should load empty files as any other valid file.
